There is PVCS from a company named 'Merant' (it used to be called Intersolv)
which we use.

Also Clearcase.
http://www.rational.com/products/clearcase/index.jtmpl
Both these tools allow configuration management by controlling any file based object, or by hooking directly into the Developer interface.
