FORMS Block DATE Item not storing time

If I set a PL/SQL DATE variable to the same TO_DATE function and then perform an:

 UPDATE table set column = PL/SQL DATE variable

and then re-query the database, the Block Item then contains the correct value. How can I set the time for a BLOCK DATE Item without updating and re-quering the database?
