Designer 2000 Forms Generator Problem

When I try to generate a forms module I get the following error.
CGEN-01373 ERROR: Module: Unable to attach library d:\orant\CGENF50\ADMIN\OFGTEL.pll
Anyway OFGTEL.pll is right there in that directory and the path is spelled right. I have tried changing the FORMS50_PATH registry entry and the pll path in the generator options and nothing works.
