Integrating Forms 4.5 with TAPI

I am trying to integrate a Forms 4.5 application with some telephony software called "Mediapath" from Mitel. Mediapath collects telephone no.'s from a switchboard that is connected to a LAN which can then be used with "TAPI" compliant applications like ACT! or Goldmine by searching their databases for an entry based on an incoming tel.no. and "popping" the related details onto the screen. I am trying to get similar functionality into my Forms 4.5 app searching an Oracle 7 DB.

I would guess I need to attach a library of functions that can access the TAPI ? Is this right and does such a thing exist ?
