JDeveloper 1.1 & PL/SQL wrapper

Anyone had success linking to a PL/SQL wrapper class from a simple UI. The documentation implies that you must import oracle.plsql.* and oracle.rdbms.*. Unfortunately Jdeveloper claims neither can be found. What am I overlooking?
