opening oracle

everytime i open up an sql program which i have just installed in my computer, it asks for a username and password and other info.

my first question is, am i using the right program? if so, how and what i need to input or answer in those questions. username __________ and password __________ etc.

the other question is the software which i am using - oracle 8 nt. can this particular program be used for my training using a personal computer?

i need your help. I got my oracle program last year. but up to this time, i was not able to use it.
