You can pass pre-defined and user defined parameters to reports as command line parameters, so the answer is yes (invoke r25run or r30run) . If you want to run it as an ole server, the answer is no. Other solution, probably the best is to use the reports server, your pb,delphi or vb application just needs to send the parameters to the server wich handles your reports.
