Developer Products needed?

Hi wizards,
we're planning to use Oracle8 as DMBS.
Do we need any additional tools (that don't come along with the product) in
order to work with Perl (DBI,DBD::Oracle), Python, PHP3? (For example any
Developer Products?)
What about JDBC (Thin-Clients) and ODBC-Driver (for Windows/Unix)?
