Launching applications from Forms 4.5

Hi,
we're building an Oracle Forms application in which, amongst others, we download en number of file-specs. Using the extension we would like to launch the appropriate application. Very much like the 'file associations' in MS Windows 95/NT.
Has anybody done this before and would you be kind enough to share your knowledge with us ?
