Designer:no databases with create status set to True

I have Designer 1.3.2.
When I select Reverse-engineer database from the menu, I get this message: "There are no databases in this application system with create status set to True."
What's more the import button in my RAU is not enabled. I can create diagrams, reports etc normally. What is the problem?
What should I do?
