I had a similair problem caused by deleted message files. I cannot tell you which file is deleted; in my case, it was ulus.msb (for the server manager - maybe also for other programs) and should have been in orant\database (on a NT server, Oracle 7.3).

You might have to re-install "required support files" from the oracle CD.
