OAS 4.0.7 on NT 4.0 SP3 Migration problem

Hi All:
Has anyone had a problem with the migration utility from OAS 3.0 to 4.0.7? The install of 4.0.7 was fine, but the migration utility gives me a Dr. Watson in oasmig.exe about half way through.
Any ideas, experiences are appreciated.
BTW -- NT 4.0 SP3, Oracle RDBMS 7.3.3
