HELP.. max cursors exceeded with Designer 2000 ?!

Hello,
I was "capturing" a database design ....the capture went good, and it then asked me if I wanted to "save, revert or edit"....I clicked "save", and then it churned for a while, and said "max cursors exceeded".....
I bumped up the ora.init max_cursors to 600, and still get the same problem! what is going on?
