I'm not sure I understand your question, but you may be describing a problem with the hierarchy of the objects. In the Report Editor, select the enclosing frame, and from the menu choose "Arrange", then "Send to Back." Unless the frame is "behind" the object you put in it, you won't be able to contain it.
