Access->Oracle Migration Tool & Net8 Administrator

I just installed Oracle's Access-to-Oracle Migration Tool. However, even though I installed the Net8 component, I cannot access any kind of Net8 administrator. Thus, I cannot set up any ODBC DSN. Is there a trick to accessing the Net8 administrator using this tool?
