Designer 2000: DLL Error, Please Help!

I just installed Designer 2000 2.1...I started doing the tutorial.....and was doing lesson 7 where you "Generate a working form" using the "Design Editor" (select Generate-->Generate Module).....BUT I keep getting the following error:
CDI-23564:"d\orant\BIN\cf50g32.dll" could not be loaded or does not exist. Please check that the product has been installed correcly.
The file is in \orant\BIN and permissions seem to be fine....I am pretty sure that the product is installed correctly....anyone have any Ideas on how to troubleshoot?
