This message system say if
- Workstation not connect (in protocol) to server (diagnostic ping or tnsping)
- Servis not worinkig in this server - check status servises TnsListener and OracleServisSID
- Database not started or is down - read log files %ORACLE_HOME%\RDBMS\TRACE\ and
%ORACLE_HOME%\DATABASE\create.log
