Generally, this has to do with the version of the tools; the 7 tools use SQL*Net,
the 8 tools use net80. Both have their own set of directories.
Before trying anything drastic like removong and reinstalling, try this, if you have a network as well as a net80 directory:

In your registry, add (under HKLM\Software\Oracle) a new string:
tns_admin. The value or contents of this string is the directory path to
where you want to maintian your network files. On NT, this may be:
C:\ORANT\NET80\ADMIN
The result is that you only have to maintain TNSNAMES.ORA, LISTENER.ORA, SQLNET.ORA, etc in this directory.
Will not solve all problems, but makes life easier...
