I think you cannot compare Des/2K with Dev/2K directly, because they are at different 'layer'. I don't work with Des/2K much, but as far as I know, Des/2K is used for creating business flow diagram even it can be used for generating apps too when Dev/2K for creating and modifying the apps itself. It's true that you can re-generate with Des/2K if there're any changes, but as most of Apps Generator, if you want fully customized forms or reports, you should need Dev/2K.
