Oracle Reports: how to print footer text on all but last page

My customer wants to have a footer display on all pages of the report except the last. I setup the text in the margin area below the body of the report. Even with the footer text, I am only using 10.25 inches of the 11 inch page.

I set the print condition of the footer text to "All but last", but it still prints on every page (including the last). Strangely, setting the print condition to "First" also prints the text footer on every page.

I have not used either the header or trailer layouts in this example, only the margin.
