Report 2.5 Question

I am executing Report from form. It runs fine if I have RDF in exe. directory but if I have REP in exe. directory it gives me following error

I am executing Report from form. It runs fine if I have RDF in exe. directory but if I have REP in exe. directory it gives me following error
REP-1439 : Cannot compile program units since this is a runtime only report
Anybody have the problem and know the solution ?
