I finally figured it all out.

I dropped the Oracle test user.
I re-created the Oracle test user (obviously with diff internal id) started Des2K as repos_owner.
did not see the test application.
started Des2k Repository Admin Utility as repos_owner. Dropped the user from within des2k and then did reconcile. Then restarted des2k as repos_owner and the test application appeared.

It was because I had not dropped the test user in Des2k but only in the database that I had problems.
