sql*net

I need to access a database maintained by epa which is accessable via sql*net. We supposedly can use access for ms visual foxpro to get at via the WEB. While EPA provides limited info on how to connect and run sql querries against the db, I have not been sucessful at logging on. If anyone can provide direction for logging on to an oracle db using sql*net, I'd be deeply greatful.
