Forms 4.5 web enabled question

We are using the Forms 4.5 web runtime application to run 32 bit forms on the web...Thes forms contain Lists of Values. The problem we have is: The first time a list is activated, it takes almost 30 seconds to display the list, after that it is under five seconds....does anyone know away to speed up the process by using a pre-form trigger or something??
