Designer: Web Generation, schema in url?

I am using Designer 1.3.2 and trying to generate web apps. I am having problems because Designer does not fully qualify the schema in target url's for links and forms.
For example:

I get this => http://machine:port/...path.../Package.Proc

I want this => http://machine:port/...path.../appSchema.Package.Proc

How can I get the URLs to all specify explicit schema?
