Designer/2000 unable to select Process Modeller

the seeded repository. The Designer has been successfully installed (no errors in the error
logs). I can log into the Desginer as the repository owner and create a new application with
ther E/R diagrmaer but on the Desginer main menu, the menu options Process Modeller, Database Transformer, and Application Transformer are greyed out and I cannot select them.
