Dev2K: Which Form Builder compiler command to use?

Developer/2000 2.1's Form Builder appears to have two compile commands:  File | Administration | Compile File
  and
 Program | Compile | Incremental / All

Other than the fact that the latter command gives you more options and more feedback, is there any functional difference between the two?
