My understanding is that the 1M dbms_output limit is server imposed. The padding of lines on output is an SQL*Plus behaviour which I do not think contributes to the 1M limit. BTW, this SQL*Plus behaviour can be changed with the SET TRIMOUT ON (and SET TRIMSPOOL ON). If you use these commands, you will notice that your output is produced significantly faster.
