Oracle-Ingres interface question

To Experts in Database Interfaces:

We are having a new ORACLE 7.3 application built at the Israeli Ministry of Health by an outside firm. It will support governmental administration of medical and nursing professionals licensing and education, and will run on Windows 95 clients with a Windows NT 4.0 server. The new ORACLE application will need to communicate interactively with several older INGRES 6.4 applications running on a VAX/VMS 6.4 client with a VAX/Alpha

server. The communication will need to be in both directions. For example, the ORACLE application needs to retrieve information about hospitals, departments, and code table information (such as city codes) from an INGRES application. If such information is updated in the INGRES application, it should also be updated in the ORACLE application. Several INGRES applications need to
retrieve demographic and professional data from the ORACLE application, and may also need to edit data there.
What would be a good mechanism for us to use? Is the ORACLE/INGRES interface from ORACLE corporation a good choice? Or would it be preferable to use a combination of INGRES*NET and SQL*Plus? Does CA offer any tools to support communication between ORACLE
and this old version of INGRES? Does Compaq (or their DEC subsidiary) offer anything that would help?
