Oracle Terminal for NT

Does this program exist? The form builder online help refers to it several time, but only says "Start Oracle Terminal...". It's not on my Start Menu, and I didn't see any good candidates in the BIN directory (although OTM31 got my hopes up briefly). I'm trying to establish a KEY-F1 trigger. I can create the trigger in the form (Dev2k 2.1), but even if I set the attributes on the trigger to display in the help text (and give it some help text), nothing shows up when I show the key definitions. I was hoping to at least see the default mapping. Anybody been forced to deal with the program recently?
