Hi,

PO8 8.0.3 version is not supported under Windows98 You have to get the new version 8.0.4
(This answer came from ORacle Support)

The database starts and you can work with SQL*Plus
(in 8.0.3 version) but you can not start the listener
to work with other tools like Forms etc.
