Does ProC run anywhere and everywhere ??

I'm involved in a development project. The Oracle fellow on the project swears that his ProC code, with its imbedded SQL will run on all current versions of Oracle and all platforms (AIX, WIN NT, etc) and all language levels (French, German, etc.). Sounds too good to be true.

Is SQL implemented under ProC really that platform/release/language independent? He's looking at a lot of V$ tables.
Any thoughts?
