Oracel Server 8.0.3 VS Designer/2000 R2.1

I would like to ask whether Oracel Server 8.0.3 (or Oracle Server 7.3.3) and Designer/2000 R2.1 is compatiable.
Firstly, I have installed Designer/2000 R2.1 (windows 95) to Oracel Server 8.0.3. (windows NT) I can install the repository sucessfully. However, when I login to designer and try to create a application, error meesage occurs:

RME-00223: Failed to open new activity
RME-00222: Failed to dispatch operation to Repository
RME-00011: Operation 'open' on ACTIVITY has failed
RME-00020: Internal API error - ORA-06508: PL/SQL: could not find

program unit being called
The same suituation has happened when I install oracle server 7.3.3 to windows NT. However, when I installed Personal Oracle 7.3.3. I can use Designer/2000 correctly.
