unless you can get away with an outer join or use of NVL as previously suggested you might want to try a little bit of pre-processing of data just before your report. Something along the lines of adding a false zero entry for each month just to ensure there's at least one record for each month in range making sure it appears on the report. This would work as long as you are not counting records but just summing them by month.
