Dataflow diagrams and Designer/2000

Dear folk:
I have a problem with how Designer/2000 represents dataflow diagrams. Classical dataflow diagram techniques include a "Level 0" diagram, which presents the highest functions of the system. I have yet to figure out how to create a Diagram in Designer where, for example, processes are labeled 1, 2, 3, etc. The best I've done is to create a parent DFD starting at Level 1, with processes 1.1, 1.2, etc.
Resequence does nothing for me.
Anyone have any ideas?
