Oracle Reports Error

When I try to start a report thru the form (RUN_PRODUCT...), I get the following error by the Reports Server:
Starting report traf_flow [Wed Oct 28 15:03:42 1998] ... REP-1439: Cannot compile program units since this is a runtime only report. End report traf_flow [Wed Oct 28 15:03:58 1998].
What option should be selected?
