HELP OCI/PROC Anything Else???

Does anyone out there know if there is another way to connect to Oracle (programaticly) without using OCI or Pro C/C++? Reason is I can't find the necessary libraries (liboci.a, SQLlib, etc) on our unix box to complete the programs so I need another approach. Thanks.
