pl/sql development in po 8 ?

hi everyone..!
we are just getting into pl/sql development and it seems that everytime i turn around i have another (newbie) question..
because of our location to the customer -
- is it possible to do all of our pl/sql development in PO 8 and then move our oracle objects and what not to the server at the client site for testing...?
- does this (remote or client side development) approach conflict with any of the pl/sql debugger tools available - such as sql/station, sql navigator, sql programmer, and procedure builder ?
