How: skip pages with report builder

Hi.
I've a problem with Report Builder 3.0.5.8.0. I don't know how to set a page skip as I'd wish. In the data model I have a single query containing the following three subgroups:
1.. Privider
2.. Department
3.. Item
In the Layout Model they are organized in the followig way:
a.. Provider: Name Surname Address Tel Fax
b.. Department: Department code Department description
c.. Item: Item code Item description
Example
Provider: Mario Rossi - Via dei Pennacchi 3 - Roma - 06-565656 Department: 021 - Calzature
ITEM CODE ITEM DESCRIPTION
021.000001 Scarponcini 021.000002 Sandali 021.000003 Scarpe Reebok 021.000004 etc..... etc.....

I need to have a single provider on any page with his departments and items,
so I want to change page whenever the provider changes, but not whenever the
DEPARTMENT changes into a single provider.
I've just read about Property Palette but I don't know how to manage them.
The only result I obtained was: more departments (of one provider) into a
page only if they have a number of items entirely contained into one page.
If the department goes on more pages, the entire department skip to the new
page!
