error -2147221008 when creating instance in oo4o

I am using oo4o and C++ and I am creating a connection in the following manner:

ODatabase odb("beq-local", "scott", "tiger")

I get no compile or link errors but when I run, I get this error

error -2147221008 when creating instance in oo4o.

Can anyone help?

Do I have to "register" anything just to use the class libraries?
