I will not go in details of what and which server/machine, use any Gardiner report for that, but in short its not the No. of users but what they will be doing con_currently, which will determin the throughout of a system, normally there will be recommended guide line from the vendor which can be a good guideline, than you have to determin what these users will be doing,

If all are updateing, inserting records at the same time or running batch reports, or using same forms , hammering same files same records, If you can distribute that or have an experience DBA/ Tech. specialist , that will be an assest.

Its not the Machine its the man behind the machine which do the magic...
