[Quoted] Your question is something like asking which is the better tool; a screw driver or a hammer. The number of users and the performance are related to where the forms are executed (client, app server, dataserver), whether the application is executing primarily on the front-end in the forms or the back-end using stored procedures, packages, and triggers, and a variety of other factors such as which Unix box you are referring to (is this a Sequent? a Tandem? an Intel?).
