Designer 2000 2.1 error

Hi,
At the Design Editor, I start Module Application, select to generate one of the modules. After click [Start], it pumps out the following error:
CDI-23564: "J:\desk2.1\BIN\CF50G32.DLL" could not be loaded or does not exist. Please check that the product has been installed correctly.
However, the above path has this DLL file.
Next, in the Application Transformer, generating the module, it said:
Initializing...
The utility has stopped due to failure.
The second problem seems to be happened in the release that is installed in the read-only server. But the first problem exists in the local/server install version.
