oo4o datacontrol DirtyWrite property

When the DirtyWrite property of the datacontrol is set to False, Oracle is supposed to detect and notify of changes to the underlying data. A side-effect of setting this property to False is that the user cannot return to make changes to a record already visited and modified, because the user's own edits are being treated by the datacontrol as if they were edits made by another user. Is this behavior by design? Shouldn't the data control distinguish between "me" and "someone else" and allow the user to change a record in the dynaset more than once, even if the DirtyWrite property is set to False?
