I had the same problem, it appeared to be because Dev2k 2.1 was writing a newever version of SQL net client, so I deinstalled it and reinstalled the version that came with PO8.0.3, which only made things worse somehow. Eventually I got my hands on PO8.0.4, installed that and then reinstalled the latest SQLNET client stuff and now it all works.
