ORA-12203 with Pro*C only

I'm getting the ORA-12203 error only with Pro*C programs. tnsping, sqlplus, and the Pro*C compiler work. Also, connecting from a Win95 machine works for the Enterprise manager and associated utilities. I've tried

EXEC SQL CONNECT user/pass_at_db
EXEC SQL CONNECT user_at_db IDENTIFIED BY pass
and it won't work. Even running the program locally on the database machine doesn't work if the _at_db is there. I only have 1 database running in 1 community and the only options available to SQL*Net are IPC and TCP. Any ideas?
