Oracle uses something called SQLNET for communications. On the server, there is a listener and you must configure listener.ora file. On the client, there are TNSNAMES.ora and SQLNET.ora and you must configure these. Even if they are on the same machine, the communicaiton goes out to the network and comes back in. So you must have them.
