Forms 3.0 Unable to Issue HOST Command

I am trying to "upgrade" the software on an old VAX/VMS system to version 7.1.3. Got everything working except that SQL*Forms is generating the following error when it is trying issue a HOST command:

FRM-40808: Can't execute HOST command. Error code = 158234 (hex)
The VMS error 158234 is defined as: INVALID ARGUMENTS.
