SQL*ReportWriter Problem

Hi,
I am using SQL*Form and SQL*ReportWriter. As my know, I can isolate the developing forms and production forms. I can copy the .inp file to user account and load it and generate.
However, I cannot seperate the developing report and production report. When I need to give user to view a certain report, then he will view all. Since there is not any load function to let me generate again. Therefore, is there any method to let me to control which report can be given to user viewing.
