its in $ORACLE_HOME/bin.

its called proc.

if you look in the file $ORACLE_HOME/orainst/unix.rgs, and search for 'precompiler' you should see a line like:

 650 proc              precompilers "proc"              "8.0.3.0.0" "Pro*C/C++"
8510800 "12/11/97 04:24:33 PM" [proc]       "Product files loaded."    true
false "" [] [] "" [] "" [] "" []

If not, you don't have it installed...
